The Carlos Rincon Air Quality Excellence Award, also known as the Carlos Rincon Award, is a prestigious recognition established by the Joint Advisory Committee (JAC) in accordance with its mandate outlined in Appendix I to Annex V of the La Paz Agreement. This distinguished award is dedicated to honoring individuals and organizations in the Paso del Norte Air Basin who have shown an unwavering commitment to enhancing air quality in the region.

The award derives its name from Dr. Carlos Rincon, a distinguished member of the JAC with over 45 years of dedicated service to strengthening bilateral collaboration between the United States of America and the United States of Mexico in the realm of natural resource management. Dr. Rincon's remarkable contributions have left an indelible mark on the environmental landscape of the Basin.
The Carlos Rincon Award is a biannual accolade that recognizes both a U.S. national and a Mexican national for their outstanding efforts in advancing air quality improvements within the Basin. This bi-national approach underscores the collaborative spirit that underpins the award's ethos, reflecting the transboundary nature of air quality challenges.
