Michael Kinney is currently the Plans Review Engineer for the City of Las Cruces’ Community Development Department - Building & Development Services Section. Mr. Kinney was raised in Las Cruces and attended New Mexico State University (NMSU) where he earned his Bachelor of Science in Civil Engineering degree in 1995. Mr. Kinney is also a Licensed Professional Engineer (P.E.) in the State of New Mexico. As the Plans Review Engineer for the City, Mr. Kinney is also the Program Manager for the Community Development Department’s Land Use Development Program, which is responsible for Engineering and Environmental Plan Reviews, Environmental Inspections, Development and Environmental Code Complaint Investigations, and implementation of the City’s Floodplain Management Program - which ensures compliance with the National Flood Insurance Program (NFIP) and participation in FEMA’s Community Rating System (CRS) Program.
