private sectorMr. Franco is an environmental consultant at Franco and Associate Environmental Consultants S.A. de C.V. which is a leading company in the areas of environmental engineering, safety and industrial hygiene.He received a B.S. in Industrial Engineering from The University of Texas at El Paso, a certification in industrial hygiene from Harvard University, a Master’s in Environmental Engineering and Ecosystems from the Autonomous University of Ciudad Juarez and began working on his Doctorate in Environmental Engineering at The University of Texas at El Paso in 1996. From 1995 to 2005 Mr. Franco was a professor of biomedical science, engineering and architecture, social science and administration at the Autonomous University of Ciudad Juarez. From 2010 to 2013. Mr. Franco served as deputy and later president of the H. Congress of the State of Chihuahua. He also initiated the law pertaining to prevention and integral waste management for the State of Chihuahua. Mr. Franco is a longtime member of the Joint Advisory Council for the improvement of air quality in the Ciudad Juarez, Chihuahua/El Paso, Texas/ Doña Ana County and New Mexico air basin; co-leader of the waste and soil contamination workgroup under Border 2020; past president of the Mexican Environmental Movement in Ciudad Juarez; and former state coordinator of the Mexican Network for Waste Management (REMEXMAR by its Spanish acronym).
